Family Medicine has been recognised as essential to achieving universal health coverage for the population.

Where once the family physician was a reliable first contact for health concerns, they are now at the frontline of chronic disease management, paediatric and women’s healthcare, family planning and mental health management.

The establishment of MInTFM is in support of the nation’s goal to have 8,000 more specialists to reach the target of having one specialist for every 4,000 population.

The training aims to produce doctors who, on completion of the training, can provide the highest quality of primary care to individuals and families in the community.

International Recognition

The MInTFM Programme is recognised by the Irish Medical Council and all graduates of MInTFM are eligible for registration on the Specialist Division in Ireland via ‘automatic recognition of qualifications‘.

The list of qualifications approved by the Irish Medical Council for recognition under Section47(1)(f) of the Medical Practitioners Act 2007 can be viewed on the Irish Medical Council website.

Overview

The Malaysia-Ireland Training Programme for Family Medicine (MInTFM) is tailored for medical doctors who aspire to be Family Medicine Specialists (FMS).

Curriculum

The curriculum is a contextualised version of the Irish College of General Practitioners (ICGP) curriculum. Assessment is by ICGP, leading to Membership of ICGP (MICGP), with all exams contextualised for Malaysia.

Training is conducted in local schemes and has flexibility in delivery – with adherence to the national curriculum and assessments.

The programme is taught and supervised by Industry Professionals who consist of Family Medicine Specialists and Consultants.

Our candidates undertake two years in hospital practice and two years in Family Medicine clinics within the same scheme.

Candidates will be placed in ONE of the FIVE (5) available schemes below:

Hadiah Latihan Persekutuan (HLP)

The Federal Training Grand is awarded by the Ministry of Health Malaysia (MOH) to potential medical officers who wish to pursue their Master’s Degree or Specialty Training in Malaysia.

Please note that the HLP funding requires a separate application.

This is an application for Permanent and Contract Medical Officers.

Entry Requirements

  • Malaysian citizenship or permanent residency
  • Doctors employed under the Ministry of Health Malaysia (MOH), either on a contract or permanent basis
  • Be registered with the Malaysia Medical Council (MMC)
  • Three years of complete SKT (Sasaran Kerja Tahunan) and LNPT (Laporan Nilai Prestasi Tahunan) at the time of application to Bahagian Pengurusan Latihan (BPL) – to follow BPL Guidelines.
  • Completion of two years of House Officer training and one year as Medical Officer
  • Compliance with Hadiah Latihand Persekutuan (HLP) / Bahagian Pengurusan Latihan (BPL) requirements under TAWARAN D.

Course Structure & Delivery

Weekly Day Release

Trainees are entitled to weekly day release throughout the programme which consists of the following:

  • Weekly full day of Educational Input
  • Mixture of online and in-person teaching
  • Focus on small group learning, providing peer review and team building
  • Access to all ICGP materials that Irish trainee has
  • Regular masterclasses and educational input from ICGP
  • Cutting edge learning assessment tools
    Communication Skills Training

Delivery of the programme is conducted:

  • Using the ICGP curriculum that is specifically adapted for the Malaysian setting.
  • For 4 years:
    • Years 1 & 2: Hospital training posts
    • Years 3 & 4: Supervised positions within primary care clinics.
  • Under the supervision of accredited Family Physician (FP) Trainers, who are exclusively trained for the role
  • Using innovative blended learning tools that combine in-person workshops, online classes, content and assessment tools.
  • Using an advanced Online Learning Environment (OLE) platform that facilitates a range of blended residency programme functions and trainee supports.

Assessments & Course Completion

You are expected to fulfil two of the following requirements before applying for registration on the National Specialist Register (NSR).

MICGP Examination

A criterion-referenced examination that consists of two parts:

  • Core Knowledge Test Module (CKT)
  • Clinical Competency Test (CCT)

Satisfactory Completion of Training

A Certificate of Satisfactory Completion of Specialist Training that allows entry onto the National Specialist Register to be issued by RUMC on condition of notification by the training scheme of Satisfactory Completion of Training.

To obtain Satisfactory Completion, the following requirements should be met:

  • Research to the standard required by the National Specialist Register (NSR).
  • Assessment of communication skills.
  • Completion of all logbooks as directed by MInTFM
  • 75% attendance overall

3 Essential Components Of MInTFM

The Hospital Component

  • First two years of general practice take place in a hospital setting under the direction of the Training Scheme.
  • Requirement: A broad range of experience of over at least 4-6 different disciplines relating to Family Medicine.

  • Each Family Physician (FP) trainee is allocated to a primary care clinic, under the supervision of a trainer.
  • Trainee’s experience under this component is essential for their development as a competent FP.

When MInTFM Intake Open?

MInTFM Annual Application will open 1st August each year.

MICGP has been included in the list of qualifications recognised in the NSR with the recent amendments to the Medical Act 1971 (passed in Parliament on 29 July 2024).

MICGP has been listed in the new fourth Schedule of the Medical Act (Amendments) 2024 as one of the registrable specialist qualifications under the specialty of Family Medicine.

MICGP Qualification is recognised in which other countries?

The MICGP Qualification combined with the Irish College of General Practitioners CSCST or the MInTFM CSCST is recognised for registration purposes as a specialist in Ireland.

CSCST – Certificate of Satisfactory Completion of Specialist Training.

The purpose of the MInTFM Programme is to train Family Medicine Specialists for Malaysia.

As with all qualifications in medicine, individual medical registration authorities across the world will manage recognition of the MICGP on an independent basis. Candidates should check recognition of the MICGP directly with the relevant medical registration authority and ask whether additional certification, such as the CSCST, and/or a defined period of postgraduate experience, is required for registration as a specialist in that country.

  5. Cost pertaining to graduation.
Will I be paid salary during the programme?

Yes, your salary will continue throughout the training.

How long will the gazettement be?

Gazettement will be 6 months following completion of the programme.

Can I get transfer credit from other programmes or have previous experience recognised?

No, we do not recognize these arrangements.

Do I need additional English requirements?

You need only one evidence of English ability, EITHER in a medical degree that has been taught in English or IELTS or OET or equivalent.

You do not need both a medical degree taught in English and IELTS/OET.

There is a list of pre-approved medical colleges available in the MInTFM Application.

Do I need to have MEDEX?

No, but you are required to sit for MInTFM’s Clinical Entrance Test (CET).

What is the Clinical Entrance Test (CET)?

The Clinical Entrance test (CET) is set at the houseman level. It’s a Single Best Answer (SBA) format test.

It will be an online test, conducted on a secure platform with robust security.

The final results given are only pass/fail.

Where will interviews be held?

Interviews will be held virtually.

Only those who pass the Clinical Entrance test (CET) will be offered an interview.

Does MInTFM require me to provide Referees?

You are required to provide details of 2 referees.

There is a standard form which will be circulated to candidates after the official CET results are released.

How Scheme options are decided in training?

You will be choosing your scheme options in MInTFM Application – most preferred to least preferred scheme.

If your first-choice option is oversubscribed, you will be placed in your second or the following options. Your hospital placement is also decided based on your interview merit mark.

What hospital rotations will I have to do?

20 weeks of Paediatrics, 20 weeks Obstetrics and Gynaecology and 20 weeks of General Medicine.

12 weeks of Psychiatry.

4-week short rotations in each department – Otorhinolaryngology (ENT), Ophthalmology, Dermatology, Orthopaedics and Emergency Medicine and General Surgery

Health Clinic (KK) Training in Year 3 and Year 4?

This will be communicated at the end of Year 2 based on MInTFM Trainer availability. Year 3 and Year 4 training must be completed in different KK for each year.

What are the examinations in MInTFM Training?

The MICGP examinations are modular in 2 parts.

The first part can be taken from 2nd year onwards which is the Core Knowledge Test Module (CKT).

The second part can be taken from Year 3 which is the Clinical Competency Test (CCT). The CCT can only be attempted after obtaining a minimum 6 months of training as an FMS trainee in Year 3 Health Clinic (KK).

Who will examine us?

Examiners will be from Malaysia with support from Irish examiners. All questions are contextualised for Malaysia.
